What does redacted mean?
Redacted means part of a record was permanently covered or removed from the copy that other people receive, while the organization usually keeps an unredacted original. In law and public records, a redacted file is the release copy: names, faces, account numbers, or other protected details are no longer readable in that copy. The word is not a synonym for “classified,” “deleted,” or “highlighted.”
People also search “redacted meaning,” “redacted definition,” and “what does redacted mean in court.” Those are the same question. This page answers it, then shows what the word means when the record is a video. For the video-specific workflow, read what video redaction is or download Video Blackout for Windows.
Redacted meaning in plain language
If a report says a name was redacted, the public copy has a black bar, a blank, or some other cover where the name used to be. The reader can see that something was withheld. They cannot read the withheld text from that copy. “Define redacted,” “redacted dictionary,” and “what is redact” all point at that idea: to redact is the verb; redacted describes the result.
- A court filing with a witness name covered before it is published
- A public-records release where a home address is covered
- A video export where a bystander’s face or a license plate is mosaic, blur, or a solid box burned into the frames
- A soundtrack where a spoken phone number is muted or replaced with a beep
What redacted does not mean
- It does not mean the original was destroyed. Retention rules usually require the agency or company to keep the full record.
- It does not mean a highlighter. A highlight draws attention. A redaction hides.
- It does not mean a player setting the viewer can switch off. A real redaction is in the file they receive.
- It does not mean every copy in the world was changed. Only the release copy was changed.
What a redacted video looks like
On a redacted video, viewers see mosaic, blur, or a solid fill where a face, plate, screen, or badge used to be readable. They may hear silence or a beep where speech was withheld. The effect is written into the exported file, so pausing, screenshotting, or opening the file in another player does not restore the original pixels. A redacted face is the common case. Plates are covered the same way — see how to blur a license plate in video.
A black bar over the eyes alone often fails: the person is still recognizable. Disclosure practice covers the whole face, and it also covers other identifiers in the same clip, including plates and spoken names. Product detail: face redaction, license plate blur, audio redaction.
Redacted documents and redacted video are different jobs
“How to redact a PDF” and “redaction software” in a legal-ops search usually mean text, spreadsheets, and email. Covering a paragraph in a PDF does not blur a face across 30 frames of bodycam video. Video Blackout is video redaction software only. If the record is a document, use a document tool. If the record is footage, use a video tool and keep the file on the workstation — see offline video redaction.
Ready to redact offline?
Install Video Blackout on Windows. Open footage locally, detect faces and plates, add manual boxes and audio ranges, then export with mosaic, blur, or solid burned in—no cloud upload.
Why organizations redact
Courts, public-records officers, schools, hospitals, and employers redact so they can release a record without exposing a person who should not be identified. In the United States that often sits next to FOIA or a state public-records law. In Europe it often sits next to a GDPR access request. The statute decides whether to withhold. The software only performs the cover your policy already chose. Statutory context: FOIA video redaction and GDPR video compliance.
How to redact a video without uploading it
- Keep the original in your system of record. Work on a copy.
- Open that copy in Video Blackout on Windows. The website does not accept uploads.
- Detect faces and license plates, then add manual boxes for misses, badges, and screens.
- Mark audio mute or beep ranges by hand if speech must be withheld.
- Export a new file with the covers burned in. Review it before anyone else sees it.
That export is the redacted copy. It is not a substitute for a custody log or a legal memo. Read chain of custody for video evidence if the file is evidence, then download Video Blackout or review pricing.

Frequently asked questions
- What does redacted mean in law?
- It means a release copy had protected information permanently covered or removed. The court or agency usually still holds the full original.
- Is redacted the same as deleted?
- No. Deleted means the material is gone from that system. Redacted means a published or disclosed copy hides part of the record.
- What is a redacted document versus a redacted video?
- A document redaction covers text or images in a PDF or office file. A video redaction covers frames and, when needed, stretches of audio. Video Blackout does only the video job.
- Can someone undo a redaction?
- Not when the cover is burned into the pixels or soundtrack of the file they received. A preview overlay that the player can toggle is not a redaction.
- Does “redacted” only apply to text?
- No. Faces, license plates, screens, and spoken names in a video are redacted when the release copy no longer shows or plays them.
