What is chain of custody for video evidence?

Chain of custody is the documented history of evidence: who collected it, who held it, when it moved, and in what condition. For video, that history covers the camera file, every copy, and every export someone might play in court or release under a public-records request. “Chain of custody definition,” “what is chain of custody,” and “chain of custody evidence” are the same idea.

Chain of custody definition, applied to video

A useful custody record answers four questions about a specific file: where it came from, who has touched it, whether this file is the original or a copy, and what changed. A body-worn export, an interview-room recording, and a CCTV clip each need that story before anyone blurs a frame. The point is not a slogan. The point is that a later reviewer can see the file was not swapped or quietly edited.

Why the chain matters when you redact

Disclosure creates a second object. The unredacted master stays under your retention schedule. The release copy is a derivative: mosaic, blur, or solid fill has replaced pixels, and selected audio may be muted or beeped. Counsel and requesters need to know which file they are holding. If those two files are mixed up, the chain is already broken, whether or not the blur looks neat.

A practical sequence on the records PC

  1. Locate the responsive item in the evidence system. Do not redact the only master.
  2. Copy or export it to the records workstation. Note the source and the time in your existing log.
  3. Open that copy in Video Blackout. Detect faces and plates. Add manual boxes. Mark audio ranges by hand if speech must be withheld.
  4. Export a new MP4. The covers are burned in. The app does not overwrite the file you opened as a hidden “clear” layer.
  5. Review the export. Play it in an ordinary player. If a covered face is still recognizable, strengthen the effect and export again.
  6. File the derivative with the request or case. Write who exported it and which ticket it belongs to. Keep the master where policy says it lives.

What to store outside the redaction app

Chain of custody is not a camera manual

Buying a body-worn camera, arguing about whether an officer may switch it off, or comparing hardware brands is a different topic.
